Independent Oversight
NPP told UKAS in 2024 that the parking sector needed an independent oversight body. The Government said the same in its 2025 consultation. An independent governance board is being constituted for NPP. Legal, public sector and consumer protection representation. Unconnected to any trade body.

Statutory Code | December 2026
The Code of Practice (v1.1) updated 13 April 2026. Full compliance deadline December 2026. Every pre-October 2024 operator contract requires rewriting. NPP is already built to the statutory framework. The industry is not.
